Provides that before the status of any member of a uniformed service who is in a missing status may be changed, the Secretary concerned must first notify the next of kin of such proposed change and hold a hearing on such proposed change. Stipulates that the next of kin shall be afforded a reasonable opportunity to (1) attend such hearing, (2) be represented by private counsel, (3) examine all information upon which the proposed change of status is to be based, and (4) present any evidence or information relevant to the hearing.
Directs the Secretary of Defense to prescribe regulations for procedures and action under this Act, such regulations to be applicable to all uniformed services.
