A bill to amend the Merchant Marine Act of 1936, as amended, to authorize the establishment of a Great Lakes Regional Office.

Provides, under the Merchant Marine Act, for the establishment of a Great Lakes regional office of the Maritime Administration to plan, coordinate, and implement activities and programs related to the Great Lakes-Saint Lawrence Seaway System.
