Permits the Secretary of Housing and Urban Development to initiate a civil action to enforce Federal prohibitions against discriminatory housing practices.
Allows Federal courts to award private plaintiffs bringing suit to enforce such prohibitions reasonable attorney fees whether or not such individuals are finally able to bear the cost.
