A bill to amend the Federal Energy Administration Act of 1974, as amended, and for other purposes.

Amends the Federal Energy Administration Act of 1974 to direct the Federal Energy Administrator to collect and review information on foreign investment in United States energy sources and supplies.

Directs the Administrator to prepare an annual report to Congress identifying those foreign investors and affiliates with gross sales of over $10,000,000 involved in the United States energy sector.
