Revises the armed forces survivor benefit plan to provide for a 50 percent offset (currently 100 percent) of social security benefits to which the survivor is entitled in determining the amount of an annuity payable under such plan.
Allows persons entitled to retired or retainer pay who did not elect to participate in such plan to do so and to continue their participation in the Retired Servicemen's Family Protection Plan provided that the total amount of annuities elected does not exceed 100 percent of the retired or retainer pay. (Amends 10 U.S.C. 1451)
