A bill to amend section 404 of the Federal Water Pollution Control Act in order to exempt certain activities from the permit requirement under such section.

Amends the Federal Water Pollution Control Act to exempt farming, silviculture, ranching, and emergency construction activities from permit requirements for discharge of dredge or fill material.

Authorizes the Secretary of the Army, acting through the Chief of Engineers, to issue general permits for discharges of dredged or fill material for activities which have a minimal adverse environmental impact.
