Renders the United States liable for money damages arising out of the loss, miscarriage, or negligent transmission of any mail matter by any employee of the United States Postal Service acting within the scope of employment.
Excepts claims for the replacement or repair costs of mail matter and claims for losses resulting from a strike of postal employees, warfare, a natural disaster, or an epidemic.
Confers exclusive jurisdiction over such civil actions to the United States district courts.
