A bill to amend section 402 of title 23 of the United States Code, relating to highway safety programs, in order to require certain provisions in such programs to discourage driving while under the influence of alcohol.

Requires State highway safety programs to include a minimum criminal penalty of ten days incarceration or comparable alternative service for persons found guilty of driving under the influence of alchohol and to provide for the participation of such persons in an alchohol safety program. (Adds 23 U.S.C. 402(b)(1)(G) and (H))
