Requires State highway safety programs to include a minimum criminal penalty of ten days incarceration or comparable alternative service for persons found guilty of driving under the influence of alchohol and to provide for the participation of such persons in an alchohol safety program. (Adds 23 U.S.C. 402(b)(1)(G) and (H))
