A bill to improve judicial machinery by requiring a minimum $10,000 jurisdiction limit on freight damage actions brought in U.S. District courts.

Requires an amount in controversy of $10,000 on freight damage actions brought in U.S. district courts. Provides that if a plaintiff is finally adjudged to be entitled to recover less than such amount, the court may deny costs to such plaintiff and, in addition, may impose cost on him.
