Establishes a Speical Investigative Commission on Postal Service Operations. Directs the Commission to conduct a full investigation and study of the activities of the United States Postal Service and to submit a final report of its findings to Congress and the President within six months of the appointment of its members.
Prohibits, for a period ending 180 days after the submission of such report, the implementation of any action, including the closing of a small post office, which would result in the reduction or curtailment of services to any locality or general category of user.
