A bill to promote more effective management of certain related functions of the executive branch by reorganizing and consolidating those functions in a new Department of Energy and Natural Resources.
Department of Energy and Natural Resources Act - Establishes the Department of Energy and Natural Resources to conduct specified environmental activities, including: (1) fostering the conservation, management, and utilization of natural resources; (2) helping assure maintenance of the ecological balance necessary to sustain human and unique plant and animal life systems; and (3) exploring and surveying the Earth, the atmosphere, and the oceans.
Transfers to the Secretary of Energy and Natural Resources, who shall administer the Department, all functions of the Department of the Interior, the Energy Research and Development Administration, the Federal Energy Administration, the Office of Pipeline Safety of the Department of Transportation and the Water Resources Council except those functions of such agencies which pertain to regulation.
Provides for transferring such functions without interrupting their operations.
Requires that the Secretary submit a report annually to the President to be transmitted to Congress with respect to the achievements and goals of the Department.
Establishes the Natural Resources Council in the Executive Office of the President to insure communication and coordination among Federal agencies which are responsible for national resources policy or for the management of natural resources and to recommend improvements in such policy or management.
