Directs that population census records, which the Archivist of the United States determines have sufficient historical or other value to warrant their continued preservation, be transferred to the National Archives within 50 years after a United States census. Stipulates that such records be made available 50 years from the census date to persons conducting geneological research or other proper purposes. Directs the Secretary of Commerce to make census records available to qualified medical researchers ten years after a census or to transfer such records to the National Archives for dissemination by the Archivist to such researchers.
