Increases the authorization ceiling for fiscal year 1975 for the activities of the civil government of the Trust Territory of the Pacific Islands from $60,000,000 to $75,000,000. Authorizes the appropriation of $1,500,000 to fund the transition of the Mariana Islands District from the Trust Territory of the Pacific Islands to a new commonwealth status as a territory of the United States if such new status is approved by the Congress.
