Packaging Conservation Act - States that the purpose of this Act is to conserve natural resources and prevent the deception of consumers engendered by oversized and excessive packaging. Authorizes the making of regulations under the Fair Packaging and Labeling Act to prevent the utilization of packages which are larger or more extensive than necessary to enclose the commodity they contain.
