Amends the Department of Transportation Act and the Railroad Revitalization and Regulatory Reform Act of 1976 to reduce the amount authorized to be appropriated to the Secretary of Transportation to the Secretary of Transportation for acquiring and utilizing space in suitable buildings of historic or architectural significance and for planning for the conversion of railroad passenger terminals into intermodal transportation terminals and civic and cultural centers. Amends the National Foundation on the Arts and Humanities Act of 1965 to authorize appropriation to the National Endownment for the Arts of the amounts representing such reduction, to be used for the same purposes.
Amends the Department of Transportation Act to repeal the requirement that the Secretary of Transportation preserve railroad passenger terminals that have a reasonable likelihood of being converted or otherwise maintained pending the formulation of plans for reuse.
