Declares the Merrimack River, Lakes Winnipesaukee and Winnisquam, and the waterways connecting such lakes, in the State of New Hampshire to be nonnavigable waters for the purpose of the Motorboat Act of 1940, the Small Passenger-Carrying Vessel Inspection Act, and the Federal Boat Safety Act of 1971.
