Prohibits the Secretary of Commerce, under the Marine Mammal Protection Act of 1972, from issuing any permit, during the moratorium provided by such Act, for the taking of any marine mammal of the orcinus orca species (killer whale), except for scientific research purposes. Requires any such research to be conducted without removing any such marine mammal from the water and without endangering the health or well-being of such marine mammal.
