Title I: Authorization of Appropriations for Fiscal Year 1976 - Increases from $3,158,970,000 to $3,188,970,000 the amount authorized to be appropriated in fiscal year 1976 to the Energy Research and Development Administration as operating expenses for nuclear research and development programs. Increases from $237,502,000 to $241,502,000 the amount authorized for capital equipment not related to construction for such programs.

Title II: Authorization of Appropriations for the Period July 1, 1976, through September 30, 1976 - Increases from $914,849,000 to $937,849,000 the amount authorized to be appropriated for the transitional period from July 1, 1976 through September 30, 1976, to the Energy Research and Development Administration for nuclear research and development programs.
