Terminates the authorization for the Tocks Island Reservoirs project in New Jersey, New York, and Pennsylvania. Requires that property acquired by the Secretary of the Army pursuant to such authorization be transferred to the Secretary of the Interior for management by the National Park Service.
Establishes criteria for administration of such lands by the Secretary. Directs the Secretary to relocate limited States Highway Numbered 209 as part of the authorization for the Deleware Water Gap National Recreation Area in order to reduce the environmental impact on the area.
