A bill to provide financial assistance to encourage small-business concerns to implement energy conservation measures.
Amends the Small Business Act to authorize the Small Business Administration to make loans to small business concerns for the implementation of energy conservation measures undertaken to permanently modify an existing commercial building or industrial plant in order to: (1) reduce the amount of energy used and/or to shift to solar energy; and (2) cut energy and operating costs.
Limits loans to the lesser of $25,000 or 75 percent of the cost of purchasing and installing equipment.
Creates an energy conservation measures loan fund in the Small Business Administration.
Sets an effective date for the commencement of the measures of this Act.
