A bill to further amend the Foreign Service Act of 1946 to provide protection to medical personnel of the Department of State against certain malpractice suits.

Amends the Foreign Service Act of 1946 to prohibit civil malpractice suits against medical personnel of the State Department where there exists a remedy through which compensation from the United States may be obtained. Requires the United States to defend such personnel in the event such a suit is filed. Stipulates that, upon the Attorney General's certification that the defendant was acting within the scope of employment, any such suit brought in a State court shall be removed to a United States district court and the proceeding deemed a tort action against the United States.
