Amends the Foreign Service Act of 1946 to prohibit civil malpractice suits against medical personnel of the State Department where there exists a remedy through which compensation from the United States may be obtained. Requires the United States to defend such personnel in the event such a suit is filed. Stipulates that, upon the Attorney General's certification that the defendant was acting within the scope of employment, any such suit brought in a State court shall be removed to a United States district court and the proceeding deemed a tort action against the United States.
