Authorizes the Secretary of the Interior to convey the title and interest of the United States in specified lands in the Middle Rio Grande Conservancy District, New Mexico, upon the payment by such District of $5,626.45 to the Secretary of the Interior. Provides that coal and other mineral rights are reserved to the United States.
