A bill to amend title 39, United States Code, to prohibit Members of Congress from sending certain mail matters as franked mail during the 60-day period prior to certain elections.

Prohibits Members of Congress from sending a general mass mailing as franked mail within 60 days of a primary, general, or special election, or of a nominating caucus or convention, for any Federal office which is held in the State, district, or territory from which such Members were elected.
