A bill to prohibit the Federal Government from restricting export sales of agricultural commodities.

Prohibits, under the Agricultural Act of 1970, the Federal Government from restricting the export sales of agricultural commodities through the negotiation of voluntary restraints on the sale of such commodities to a foreign government or agent thereof. States that this Act does not affect the authority of the President in prohibiting or curtailing such exports.
