A bill to amend the "Foreign Relations Autorization Act, Fiscal Year 1976", to authorize appropriations for the fiscal years 1977 and 1978.
State Department Authorization Act, Fiscal Years 1977 and 1978 - Amends the Foreign Relations Authorization Act, Fiscal Year 1976, to authorize appropriations for the Department of State for fiscal year 1977: $551,955,000 for general operation of foreign affairs, $338,875,000 for participation in international organizations and conferences, $17,069,000 for international commissions, $68,500,000 for educational exchange, and $10,000,000 for migration and refugee assistance.
Authorizes the appropriation of such sums as are necessary for such purposes for fiscal year 1978.
Repeals (1) the prohibitions against the use of appropriated funds for the development of the Travel Document and Issuance System and (2) the authorization of appropriations for a feasibility study of such system.
Authorizes the Secretary of State to use funds for expenses within the United States for the American Sections, International Joint Commission, United States and Canada.
Authorizes the President to maintain membership in the International Cotton Advisory Committee, the International Lead and Zinc Study Group, the International Rubber Study Group, and the International Seed Testing Association. Authorizes the appropriation of such sums as may be necessary for the payment of the United States share of the expenses of such organizations.
