A bill to authorize appropriations during the fiscal year 1977, for procurement of aircraft, missiles, naval vessels, tracked combat vehicles, torpedoes, and other weapons, and research, development, test and evaluation for the Armed Forces, and to prescribe the authorized personnel strength for each active duty component and of the Selected Reserve of each Reserve component of the Armed Forces and of civilian personnel of the Department of Defense, and to authorize the military training student loads.
Department of Defense Appropriation Authorization Act - Title I: Procurement - Authorizes the appropriation of specified amounts for fiscal year 1977 for the procurement of aircraft, missile, naval vessel, and other weapons.
Title II: Research, Development, Test, and Evaluation - Authorizes the appropriation of specified amounts for fiscal year 1977 for use by the Army, Navy, Air Force, and Defense Agencies for research, development, test, and evaluation.
Title III: Active Forces - Authorizes end strength limits for active duty personnel for the military departments for fiscal year 1977.
Title IV: Reserve Forces - Specifies the minimum average strength for the Selected Reserve of each Reserve component of the Armed Forces for fiscal year 1978. Reduces such average strength proportionately by those reserve units or individuals which are on active duty. Increases proportionately the average strength of such reserve components when such units or individuals are released from active duty.
Title V: Civilian Personnel - Authorizes end strength for civilian personnel in the Department of Defense of 1,035,800 for fiscal year 1977. Includes in the computation of such strength level all direct hire and indirect-hire civilian personnel whether employed on a full-time, part-time, or intermittent basis. Excludes special employment categories for students and disadvantaged youth from such computation.
Title VI: Military Training Student Loads - Authorizes average military training student loads for the military departments for fiscal year 1977.
