Transfers from Federal to State courts jurisdiction to enter decrees requiring the transportation of students or teachers to carry out a plan of racial desegregation, when such cases arise within a State. Vests appellate jurisdiction of such cases in the Supreme Court of the United States by writ of certiorari from the highest State or territorial court exercising such jurisdiction.
Terminates the order of any Federal court requiring the transportation of students and teachers to carry out a plan of racial desegregation. Directs any State court of appellate jurisdiction to assume jurisdiction of such cases upon application of a party.
