Amends the Federal Election Campaign Act of 1971 to give the President the power to appoint six members of the eight-member Federal Election Commission by and with the advice and consent of the Senate. Appoints the Secretary of the Senate and the Clerk of the House of Representatives as ex officio members of the Commission without the right to vote.
Terminates the terms of the present members once the new members are appointed and confirmed pursuant to this Act.
Declares the sense of the Congress that appointments authorized by this Act should be made as soon as possible.
