Authorizes the Secretary of Transportation to acquire, other than by condemnation, title to railroad rights-of-way which are not being used to provide rail services. States that such lands are to be made available on a lease basis to public or private entities for public recreational purposes or other public purposes.
Authorizes such appropriations as may be necessary to carry out the provisions of this Act.
