Amends the Social Security Act (title II, Old-Age, Survivors, and Disability Insurance) to permit payment of benefits to divorced husbands and surviving divorced husbands.
Reduces from 20 to 15 years the number of years that a divorced spouse must have been married to an insured individual in order to be eligible for benefits on that individual's earnings record.
