Directs the President to appoint, by and with the advice and consent of the Senate, one additional circuit judgeship for the first circuit; one additional circuit judgeship for the third circuit; two additional circuit judgeships for the fourth circuit; one additional circuit judgeship for the sixth circuit; one additional circuit judgeship for the seventh circuit; one additional circuit judgeship for the eight circuit; and one additional circuit judgeship for the tenth circuit.
