A bill to amend the Food Stamp Act of 1964 to ensure a proper level of accountability on the part of food stamp vendors.
Emergency Food Stamp Vendor Accountability Act - Directs the Secretary of Agriculture to prescribe regulations governing the manner in which funds derived from the distribution of coupons shall be deposited by coupon vendors, under the Food Stamp Act of 1964. Requires such regulations to provide that, at a minimum, such deposits be made weekly. Deems coupon vendors as fiduciaries of the Federal Government for funds derived from the distribution of coupons. Directs the Secretary to require by regulation that upon the deposit of such funds vendors shall give written notice to the State agency. Directs the Secretary to require by regulation that vendors send at least monthly reports to him regarding their operations.
Directs the Secretary to develop by regulation a procedure for determining and monitoring the level of coupon inventories in the hands of vendors. Requires the Secretary to prescribe regulations governing the delivery of coupons to vendors and the custody and care of coupons.
Prescribes a penalty of $3,000 and/or a one-year imprisonment for failure to comply with this Act. Prescribes a penalty of $10,000 and/or a ten-year imprisonment for providing false information under this Act.
Defines "coupon vendor" to mean any person, partnership, corporation, organization, political subdivision, or other entity with which a State agency has contracted for, or to which it has delegated administrative responsibility in connection with, the issuance of coupons to households.
