A bill to supplement authority of the Secretary of Commerce to collect regular and periodic information on foreign direct and portfolio investments in the United States and on American investments abroad.
International Investment Survey Act - Sets forth Congressional findings with respect to international investment. Directs the President to collect specified data regarding international investment and to issue regulations requiring recordkeeping of such data.
Directs the President to conduct a comprehensive benchmark survey of foreign portfolio investment in the United States at least once every five years. Directs the President to conduct a study of the feasibility of establishing a system to monitor foreign direct investment in agriculture, rural, and urban real property. Sets forth regulations to insure the confidentiality of such information. Imposes a fine of not more than $10,000 for violation of such confidentiality.
Imposes a fine of not more than $10,000 for failure to furnish information under this Act. Imposes a fine of not more than $10,000 or imprisonment for not more than one year or both for willful failure to provide such information or to comply with regulations under this Act.
