Directs the Administrator of Veterans' Affairs to develop and carry out a special psychological and counseling program for veterans of the Vietnam era and their dependents who are experiencing psychological problems as the result of the military service performed by such veterans. Directs the Administrator to carry out a program to inform such veterans of the assistance available. States that the Administrator shall conduct a comprehensive study of the psychological and sociological effects of such military service and the readjustment and rehabilitation problems related thereto for the purpose of making recommendations for more effective psychological readjustment services. Provides that the participation of any veteran or dependent shall be wholly voluntary. (Adds 38 U.S.C. 620 A)
