Revises the Commercial Fisheries Research and Development Act to provide that with respect to Federal funds appropriated to the States for State commercial fisheries research and development projects, no State may receive an initial apportionment for any fiscal year of less than one-half of one percent of the funds or more than six percent of the funds.
Directs that funds appropriated for such purpose but unobligated at the end of the year shall no longer be considered as apportioned to that State and shall remain available until expended to carry out the purposes of this Act (presently provides that such funds shall be returned to the treasury).
