A bill to amend Section 2105(c), United States Code, so that employees of nonappropriated fund instrumentalities will be deemed employees of the U.S. Government, fully covered by laws administered by the Civil Service Commission.

Provides that employees of nonappropriated fund instrumentalities such as the Veterans' Canteen Service of the Veterans' Administration, Armed Forces exchanges and other instrumentalities of the United States conducted for the comfort and mental and physical improvement of personnel of any United States Government agency shall be deemed employees of the United States Government.
