Revises the Interstate Commerce Act by eliminating the present procedures for filing objections to Interstate Commerce Commission orders and findings. Requires that in order to review a decision, an appeal must be filed which shall be reviewed in accordance with the Administrative Procedures Act.
Directs that decisions and orders of the Commission shall become effective within 30 days after service on the parties. Provides for petitions to reconsider such decisions.
States that any decision, order, or requirement of the Commission shall be final on the date served and from that time a suit to enforce, enjoin, suspend or set aside may be brought in a court of the United States.
Authorizes the Commission to reopen any proceeding at any time upon its own motion.
