A bill to amend the Securities Exchange Act of 1934 to provide for the disclosure of certain information relating to persons intending to file tender offers and for other purposes.

Requires any person or firm to register with the Securities and Exchange Commission before issuing a tender offer under the Securities Exchange Act (presently foreign firms need not register). Provides that the making of a tender offer must be announced 60 days in advance.
