A bill to establish an Emergency Intergovernmental Assistance Board and for other purposes.
Emergency Intergovernmental Assistance Act - Defines the terms used in this Act.
Establishes an Emergency Intergovernmental Assistance Board composed of the Secretary of the Treasury, the Secretary of Housing and Urban Development, and three other members appointed by the President, by and with the advice and consent of the Senate.
Makes it the function of the Board to determine the eligibility of and approve applicants for assistance under this Act.
Authorizes the Secretary of the Treasury to guarantee holders of obligations issued by any State or general local government against loss of principal or interest payable on such obligations.
Sets forth standards and conditions which applicants for assistance under this Act must meet.
