Prohibits appropriations for any Resource Conservation and Development loan in excess of $500,000 (presently $250,000) under the Bankhead-Jones Farm Tenant Act, without prior approval of the Committee on Agriculture and Forestry of the Senate and the Committee on Agriculture of the House of Representatives.
Extends the loan-making power of the Secretary of Agriculture to include loans for the conservation, development, and utilization of water for aquaculture purposes. Defines aquaculture for such purpose.
