Bill of Rights of the Blind Act

Bill of Rights of the Blind Act - Expresses the finding of Congress that the denial to blind persons of equal access to public accommodations and transportation impairs the interstate commerce of the United States.

Provides that no person engaged in public transportation or accomodations which affect interstate commerce shall refuse such services to blind persons.

Directs the President to take suitable notice of October 15 as White Cane Safety Day and to bring to the attention of the citizens of the Nation the significance of such day.

Provides that persons violating the provisions of this Act shall be subject to civil penalities as specified in the Act.
