Permits the Interstate Commerce Commission to prescribe the forms of any and all accounts, records, and memoranda to be kept by carriers and their lessors, including accounts of traffic movement and the receipts and expenditures of moneys. Provides that it shall be unlawful for such carriers to keep any accounts, records, and memoranda contrary to any regulations or orders of the Commission with respect thereto.
