Authorizes the Interstate Commerce Commission to make all its orders, other than orders for the payment of money, effective in less than 30 days for good cause shown. States that orders of the Commission shall remain in effect until further order, or for a specified period of time, unless the same shall be suspended, modified, or set aside by a court of competent jurisdiction.
