A bill to improve the administrative process by making Federal agencies more responsive to the will of the people as expressed by their elected representatives in Congress.

States that upon judicial review of administrative agency actions, there shall be no presumption that any rule or regulation of that agency is valid, and the court shall not uphold the validity of such action unless it is clearly and convincingly demonstrated.
