A bill to amend title X of Public Law 93-344, the Congressional Budget and Impoundment Control Act, to improve procedures with respect to rescission of budget authority.

Provides, under the Congressional Budget and Impoundment Control Act, that no amount of budget authority, which the President proposes be rescinded or reserved from obligation, may be reserved or withheld from obligation unless and until the Congress has completed action on a rescission bill rescinding all or part of such amount.
