A bill to assist low-income persons in insulating their homes, to facilitate State and local adoption of energy conservation standards for new buildings, and to direct the Secretary of Housing and Urban Development to undertake research and to develop energy conservation performance standards.
Energy Conservation in Buildings Act - Title I: Weatherization Assistance for Low-Income Persons - Weatherization Assistance Act - Authorizes the Administrator of the Federal Energy Administration to provide funds to the States for weatherization of dwellings of low-income persons, particularly the low-income elderly and the handicapped.
Enumerates criteria for the evaluation of weatherization grant applications, including an estimation of the amount of fuel to be conserved by the weatherization program.
Directs the Comptroller General to provide for the examination and audit of programs under this title. States that such audit shall include an evaluation of the manner in which policies and programs under this title are being carried out.
Provides that a program determined not to be in compliance with the provisions of its approved application for any fiscal year shall not receive Federal funds until substantial compliance is established.
Authorizes the appropriation of up to $55,000,000 per year for fiscal years 1976, 1977, and 1978.
Title II: Energy Conservation Building Standards - Building Energy Conservation Standards Act - Directs the Secretary of Housing and Urban Development to publish performance standards for new commercial buildings within 18 months of enactment of this title.
Directs the promulgation of performance standards for new residential buildings within three years after the enactment of this title.
Directs the Secretary to monitor the progress made by the States and their political subdivisions in adopting and enforcing model energy conservation standards.
Authorizes to be appropriated to the States $10,000,000 for technical assistance in implementing model energy conservation standards approved by the Secretary.
Provides for research and demonstration projects to assist the development of performance standards under this title.
