A bill to amend title 38, United States Code, to provide measurement criteria for courses offered by independent study.

Sets measurement criteria for courses offered for independent study which are covered by veterans' educational benefits. Requires that one such criterion shall be that any such course shall have been offered for no less than two years prior to any payment of educational benefits by the Administrator of Veterans' Affairs for study in such course.
