A bill to amend section 321(b) of the Consolidated Farm and Rural Development Act to eliminate the credit elsewhere requirement.

Provides that disaster loans under the Consolidated Farm and Rural Development Act shall be made without regard to whether the required financial assistance is otherwise available from private, cooperative, or other responsible sources.
