A bill to amend section 812 of the Agricultural Act of 1970 to provide for a system of prior approval of export sales of wheat and wheat flour and feed grains.

Provides, under the Agricultural Act of 1970, for a system of prior approval by the Secretary of Agriculture of export sales of wheat and wheat flour and feed grains in excess of 50,000 tons.
