States that approval of State highway safety programs by the Secretary of Transportation shall not be contingent upon any requirement that a State adopt a law or regulation requiring any motorcycle operator 18 years of age or older or passenger 18 years of age or older to wear a safety helmet when operating or riding a motorcycle.
